Background: The ARCI, in modifying its Model Rule pertaining to the use of the riding crop, adopted certain changes contingent upon agreeing on a definition of the term “chance to respond”. The proposed definition to be considered by the committee follows:
“Chance to Respond” is defined as one or more of the following actions by a jockey:
- Pausing the use of the riding crop on their horse before resuming again; OR
- Pushing on their horse with a rein in each hand keeping the riding crop in the up or down position; OR
- Showing the horse the riding crop without making contact; OR
- Moving the riding crop from one hand to the other.
