International Harmonization – Interference

The issue of whether to modify the ARCI Model Rules with regard to interference in flat racing to harmonize with international policies encouraged by the International Federation of Horseracing Authorities has previously been discussed but not acted upon.

The matter was set aside pending a test program that was to be instituted in Ontario. Recently the Oklahoma Horse Racing Commission adopted the IFHA approach.

This question is on the agenda for the committee to be briefed on the modifications made in Oklahoma and consider if there is a desire to advance this.

Historical documents are attached.
