ARCI staff proposes that the Model Rules be amended to include a Testing Results Management standard to require an annual report of the results of testing associated with any anti-doping and medication control program conducted by a Regulatory Authority or other entity designated by Statute, or a private vendor.
Horse racing has a long history of transparency in the results of the anti-doping and medication control program and this proposal incorporates as a formal “best practice” standard a practice already in place for most North American racing regulatory entities.
